People's Government's Latest Preferential Polity on Promoting Financial
Industry Development
All the committees, offices, bureaus, street (community) offices,
divisions, companies and relevant organizations in Xicheng District:
To further optimize industrial structure, speed up the construction
of the Finacial street, enhance the appeal of the district to the
financial industry, spur the steady and fast development of the financial
industry, we hereby produce this document.
Article 1. These stipulations are applicable to all kinds of financial
institutions in Xicheng District, including banks, securities companies,
insurance companies, funds, trust companies, asset management companies,
and financial service agents.
Article 2. All of the domestic and foreign financial insitutions in
Xicheng District enjoy the policies as stipulated in the "Trial
Measures for Promoting the Development of Tax Sources and Encouraging
Capital Attraction of Beijing Xicheng District People's Government,"
according to which newly registered enterprises are exempt from the
charge of registration at Beijing's Industrial and Commercial Administrative
Bureaus, and rewards will be given to legal representatives of new
enterprises with great contributions.
Article 3. Accelerate the construction of the Beijing Financial Street.
Continue to carry out the "Beijing Xicheng District People's
Government's Proposal for Accelerating the Construction of the Beijing
Financial Street".From 2001 through 2007, the district government
will invest RMB 1 billion in the Financial Street area to promote
the development of the financial industry and improve the infrastructure
and other supporting facilities in the area.
Article 4. The headquarters of nationwide and international financial
institutions as well as local branches (at or above the provincial
and city level) of domestic and international financial institutions,
which purchase or rent offices in the Financial Street area and have
made a big contribution to the economic development of Xicheng District,
enjoy one-time subsidy for purchasing or renting houses for office
purposes. The purchase subsidy standard is RMB 1,000/m2, and the one-time
renting subsidy is determined according to the contribution the enterprise
has made to the economic development of Xicheng District.
Article 5. Plan and construct an international financial business
zone in the core area of the Beijing Financial Street and establish
upscale, hotel-style apartment buildings, as well as supporting facilities
for commerce, recreation, leisure, and physical fitness, so as to
offer sound service for the financial institutions.
1. Encourage international financial
institutions to pre-rent offices in the International Financial
Business Zone. Preferential rent is available to foreign financial
institutions which pre-rent or rent for the first time offices in
the zone, and the preferential period is three years. The preferential
rent in the first, second, and third year is 50%, 70%, and 90% of
the market price respectively.
2. The financial institutions which pre-rent
or rent for the first time high-grade, hotel-style apartments in
the Financial Street area, as well as their medium and high-level
managers, can enjoy one-time preferential rent.
Article 6. Give play to the district's advantage of
educational resources. Special policies are included in its yearly
student-enrollment plan, in order to facilitate the children of the
employees of domestic and international financial institutions in
Xicheng District to enter the kindergartens, primary schools, and
high schools that enjoy better conditions and higher teaching quality.
In the meantime, the district also provides convenience for the children
of foreign expatriates in the financial institutions to enter international
schools.
Article 7. Offer human-resource services for the newly coming headquarters
of nationwide and international financial institutions as well as
local branches (at or above provincial and city level) of domestic
and international financial institutions in the Beijing Financial
Street area.
1. Go through talent introduction formalities
for professional technicians and managers from other provinces and
municipalities, who possess a bachelor's degree or above and have
obtained senior professional titles or have received a master's
degree or above at home or in foreign countries. Their spouses and
children can also move to Beijing and register a permanent residence,
provided they meet the related requirements.
2. Obtain the Permit for Working and
Living in Beijing for backbone personnel from other cities who have
worked in Beijing for at least two years and possess a junior professional
title or above.
3. Offer talent scouting, human-resource
management, professional title assessment, talent quality assessment,
talent training, and other related services. Go through formalities
for employing college graduates.
4. Handle as an agent the insurance services,
such as social old-age insurance, unemployment insurance, working
injury insurance, basic medical insurance, and accumulation funds
for housing.
Article 8. Plan to develop a certain area of plot for residential
purposes, and consign the construction to a professional real estate
company. When completed, the houses will be sold at preferential
prices to the medium and high-level managers of the headquarters
of national and international financial institutions as well as
local branches (at or above provincial and city level) of domestic
and international financial institutions, in order to solve their
housing difficulties
Article 9. Intensify the communications with relevant departments
of the municipal government, so as to unify the plan and bidding
for the advertisements and logos for the enterprises in the Beijing
Financial Street area, and also commission the departments to coordinate
the specific works of the different financial institutions in the
area.
Article 10. Offer preferential treatment and convenience for the
parking of the financial institutions in the Beijing Financial Street
area. Parking lots will be constructed in the area, with a capacity
twice the planned amount of cars. The financial institutions in
the area applying for a fixed position in the parking lots can be
charged 20% off. The parking lots will set up position displays,
offer position ushers, and help customers park.
Article 11. Establish specialized institutions to promote the sustained,
rapid, and healthy development of the financial industry of Xicheng
District.
1. Establish the Xicheng District Leading Team for Promoting
and Harmonizing the Financial Industry and the Xicheng District
Financial Industry Promotion Office to take charge of the research,
drafting, and implementation of the development plan and promotion
policies for the district's financial industry. Increase the communications
between the district government and the financial institutions in
the district, and solve the difficulties and problems in the construction
and development of the Beijing Financial Street.
2. Establish a comprehensive service center to offer
administrative services, such as industrial and commercial registration,
licenses and permits, conference organization, and product shows,
for the financial institutions in the Financial Street area.
3. Establish the Beijing Financial Street Chamber of
Commerce to reinforce the trade's self-discipline in the zone, serve
as an information exchange platform, perfect the chains of the financial
industry, enhance the interaction among the financial institutions,
and increase the communications between the financial institutions
and the government.
Article 12. Organize and hold various exchange events,
such as international financial forums, financial academic seminars,
financial new products exhibitions, financial service day, and financial
institutions' symposiums, at regular intervals, so as to establish
brand names together with the financial institutions in the zone and
achieve mutual development.
Article 13. Work hard to create a favorable environment for the development
of the financial industry. Deepen the reform of the management system
and create a fine administrative environment. Enhance the construction
of the government itself and create a first-class service environment.
Further the publicity of government affairs and create a transparent
policy environment. Perfect the agency system and further improve
the market environment. Standardize administration and law execution
and create a nice legal environment. Lower the operational costs for
enterprises and create a favorable investment environment. Develop
credit system and increase the credit of the financial market. Enhance
service consciousness and offer efficient, convenient services for
the financial institutions. Handle administrative affairs strictly
according to the law and forbid public servants from taking the convenience
of their posts to interfere in the normal business of the financial
institutions. Administrative responsibility will be investigated for
any violations.
Article 14 This document is to be implemented
by Xicheng District Development and Planning Commission.
Article 15 This document will get into force since the day it is
published.
